Dr. Jennis J. Biser
Asst. Prof. of Economics
North Carolina A&T University


Dr. Biser holds a BS in economics from West Virginia University and an MA and PhD in economics from George Mason University. Her areas of specialization are public choice, law and economics, applied microeconomics and constitutional political economy. Her recent research on property rights analyzes takings and regulatory takings decisions of the US Supreme Court in a Locke vs. Hobbes framework. Currently, she is an assistant professor of economics at N.C. A & T in Greensboro, NC. Additionalinformation and publications can be found on her faculty web page

Friedman Legacy Freedom Lecture

Dr. Jennis Biser, Assistant Professor, Department of Economics and Finance, at North Carolina A&T, will keynote the annual Milton Friedman Legacy event, speaking on "Milton Friedman and the Public Choice Revolution." As she explains: "Milton Friedman reformulated the case for capitalism and individual freedom in a series of challenges to mainstream economics. In so doing, he laid the foundation for the analysis of political market failure and the Public Choice research program."

Dr. Biser began teaching at NC A&T in January 2008, and received her Ph.D. in Economics from George Mason University, working in the areas of applied microeconomics, constitutional economics, law and economics, and public choice. Her dissertation explored the United States Supreme Court and its regulatory takings judgments from 1905 to 2005. She is the co-author, with Charles Rowley, of analytical articles on the Israeli-Palestinian land conflict.

Dr. Biser gained research experience as a McNair Scholar and Bradley Foundation Fellow. She worked with top scholars at the Center for Study of Public Choice and the James Buchanan House. Dr. Biser studied campaign finance reform as a research assistant to Thomas Stratmann. Recently, she was named TRIO Achiever 2008.
